INCA envisions people working to build more livable and healthy communities. The organization encourages groups and individuals to bring forward their ideas, and INCA acts as an incubator, providing volunteer and management resources for those projects that show the greatest promise. When projects are ready, INCA helps them spin off into their own entities. INCA's work is dynamic and responsive to community change. It challenges and empowers citizens to define problems, come up with solutions, identify resources, formulate plans, and take action. INCA provides the structure and expertise needed to turn innovative ideas into positive actions.

In addition to acting as a project incubator, INCA also operates its own programs. Small Potatoes Gleaning Project works towards community food self-reliance by making local food surplus available to the needy. SPGP identifies surplus produce on local farms; creates a comprehensive gleaning plan; organizes volunteers to glean; and distributes the produce to the needy in Bellingham and Whatcom County. Low-income volunteer gleaners are the recipients of a percentage of their gleaning. The rest goes to agencies such as food banks and transitional shelters. SPGP also promotes food self-reliance by involving recipients in food preparation and preservation classes.

INCA Nonprofit Support Services provides planning and marketing support to the nonprofit community in northwest Washington. This year, INCA provided market research and other technical assistance to Whatcom Film Association. An ongoing project of Nonprofit Support Services is assistance in the development and maintenance of this Catalog for Philanthropy web site and its earlier award-winning print and online editions.

INCA's newest incubator project is MicroMedia Digital Video Institute, an educational program designed to give local, low-income youth the opportunity to create their own films using state-of-the-art digital video production equipment. MicroMedia will also work with INCA Nonprofit Support Services to create promotional and educational films for area charities.
